Opportunities for Small, Medium Sized Enterprises (SMEs)


SME Action Plan

To support the Governments initiative to provide more business opportunities to SMEs, the Library has developed an action plan led by our Corporate Procurement Unit (CPU).

The Action Plan in line with DCMS requirements, has a range of initiatives :

  • A new process for reporting of spend on SMEs to be developed by April 2013
  • Target areas for potential additional SME spend will be identified
  • CPU will work with Business Managers to break down spend to make it more accessible to SME suppliers, where appropriate
  • CPU will reduce the administrative burden of tender documentation, and provide additional communications on tender processes to support SMEs
  • CPU will work with Business Managers to identify "Open" Tender opportunities where appropriate
  • CPU will engage with Business Managers to reduce Single Tenders where relevant
  • CPU will continue to develop niche area framework contracts with Business areas to be able to work more closely and help capacity build SMEs

SME Definition

The definition of micro, small and medium-sized enterprises (SMEs) used by the British Library  is an enterprise which employs fewer than 250 persons and has an annual turnover not exceeding 50 million euro (approx. GBP equivalent 44 million ), and/or an annual balance sheet total not exceeding 43 million euro (approx. GBP equivalent 38 million). 

An enterprise is defined as any entity engaged in an economic activity, irrespective of its legal form. This covers individuals, charities, societies or any other enterprise or organisation engaged in business activity with the British Library.
