This plan was ordered by the House of Commons. The Exeter Exchange (or 'Change') was an arcade of luxury shops. Beside the areas of proposed renovation, a glass-roof bazaar is shown. Buildings would have to be demolished to make way for this feature. A note in the margins reports that the plan is taken from the "FIFTH REPORT OF THE COMMISSIONER OF HIS MAJESTY'S WOODS, FORESTS, AND LAND REVENUE - 1826."
