Annan was commissioned by The City Improvement Trust to document the slum streets, situated just off the High Street. The Tolbooth Steeple, which dominates Glasgow Cross, survived the Trust's urban renewal plans. In 1814 the steeple was threatened with demolition "...having been seriously discussed at the Council board in that year. By a majority of six votes - 15 against 9 - it was resolved 'that the old steeple at the Cross be preserved and repaired.'"
