Annan was commissioned by The City Improvement Trust to document the city's slum streets which were situated off the High Street. The Tolbooth Steeple, which survived the Trust's urban renewal plans, is silhouetted in the centre of the photograph. In 1814 the steeple was threatened with demolition "...having been seriously discussed at the Council board in that year. By a majority of six votes - 15 against 9 - it was resolved 'that the old steeple at the Cross be preserved and repaired.'"
