"The type of tenure upon which London has been built can be traced in historical consecution from the old London to the new, the lack of plan, the extension along the main arteries of travel, the engulfing of neighbouring villages which remain fossilised, as it were, in the general mass of the town, the high local differentiation between one quarter and another, and the permanent mercantile life of the river, all these belong not only to modern London but to the London of the eighteenth and of the seventeenth centuries, and even, in some measure, of the sixteenth. The prime element in the structure of the town from its very beginnings has been its combination of commercial port and national centre."
