While an absence of consistent statistics and coherent methodology makes it difficult to judge crime rates in Victorian Britain, historians generally believe that there was less violent crime in then than there is now and that as much as 90% of contemporary crime was against property. Shutters such as those advertised on this leaflet were popular among the upper middle-classes especially, being fitted to windows and locked even when the house was unoccupied for only a short period.
