Rugs were popular with all classes in Victorian society and were used either as floor covering in the home or for warmth out of doors. Rugs were especially useful when travelling because they could be folded around knees and shoulders to shield the traveller from the often harsh English weather.
Goff is here advertising his horse rugs. Horses were working animals in the 19th century and needed to be well looked after by their owners. The loss of a horse could mean the loss of a livelihood especially for those working as cab drivers.
