This is an advertisement for Hazell's Cyclopedia. Hazell's is a well known and long established publishing company. A small printing business was set up by William Paul, in a small building in Kirby Street, Hatton Garden in 1839. In 1843 George Watson bought he business and in 1864 Walter Hazell became a partner. In 1867 George Watson retired and his son took over, at this point the firm's became Watson and Hazell and they published many works under this name. In 1875 J. Elliott Viney joined and the name was changed to Hazell, Watson and Viney.
