Parliamentary democracy was very remote from the lives of most Victorians. Local government, however, was much more visible - there were many smaller administrative units known as parishes or wards. In 1888 the Local Government Act established 61 county boroughs and 49 administrative counties in England. County councils were established to run these districts. The most radical aspect of the Act was that leaders were elected rather than appointed. As can be seen from this leaflet advertising Mr Waddy's policies, the core political issues of the Victorian era are much the same today.
