The forerunners of public libraries, 'news rooms' appeared in Britain during the 17th century. In many of them, visitors would leave a deposit to the value of the desired newspaper and take the paper home with them, receiving the deposit back when they returned the paper. This South London establishment, however, charged a one penny admission fee to enter the building and newspapers could not be borrowed - they could only be read within the news room.
