William and Mary founded the Royal Hospital in 1694. Part of its remit was to educate sailors' children, thus the Royal Hospital School was founded in 1712. Until 1933 the school occupied the site now used by the National Maritime Museum, in Greenwich. 'Royal Naval Boys' dressed in naval uniform and their education was conducted in a military atmosphere because they were expected to make their careers at sea. This song is a patriotic one; Britain needed a steady supply of soldiers and sailors to defend the extensive Empire.
