There was no police force in Britain until the early 1800's when the Bow Street Runners were employed to watch the streets. Instead watchmen were privately employed to guard streets, docks and particular buildings such as theatres or spaces such as graveyards. They were employed to walk the streets checking that all was well, that there was no criminal activity and that there was no threat from flood or fire. The night watchman would have been a common sight for those living in cities and thus was a perfect subject for popular entertainment.
