The 19th Century economy flourished while cotton was prosperous and its export was high, however, when markets became over supplied and confidence was shaken, the economy went into recession. This pattern of boom and slump continued throughout the 19th Century. The Bank of England is located in Threadneedle Street and the lyrics of this song are a reference to the desire for a stable state in the economy.
