- Lord Dufferin arrived in India in 1884 as Viceroy. Facing discontent from the Indian middle class aginst the discriminatory policy of the British Government, Lord Dufferin was willing to make moderate concessions to demands for political progress. At first he viewed sympathetically the foundation of the Indian National Congress, but later became more hostile to it.
