Draft documents circulating among senior primary care trust (PCT) staff set out the skills they will need to deliver world class commissioning in the health service. PCTs must have highly visible leaders and work through partnerships with other bodies such as local authorities. They must also have high levels of clinical engagement and financial and information management expertise. They will be expected both to develop new markets and to manage them.

Sports stadiums are proving attractive as sites for NHS health centres, and interest in joint ventures is on the increase. Preston North End football club's Deepdale ground will host a centre for treatment of long-term conditions. Warrington Wolves rugby league club was a pioneer, with a primary care trust health centre costing 1.3m at its ground since 2005. Benefits of this approach include health promotion opportunities, but there are issues around the financial stability of clubs.
