Article analyses preliminary proposals on the funding of training for unemployed adults. Sets out the Department for Education and Employment's developing agenda on a new funding formula, on additional non-formula funding, and on implications arising from the transfer of responsibilities for adult provision from the FEFC and TECS to the Learning and Skills Council and the Employment Service. There is concern that the development of a standard funding formula by the DfEE may mean a poor deal for unemployed adult learners.
