Leading the change from adult protection to safeguarding adults: more than just semantics

This article presents a model for a prevention of abuse of vulnerable adults strategy that could be used by UK local authorities. The strategy would comprise five main components:

1. reducing the likelihood of repeat episodes of abuse
2. empowering people to safeguard themselves
3. improving services and systems quality
4. earlier detection of abuse
5. analysis of safeguarding data to understand and mitigate risk factors.
