Amongst a raft of other measures designed to empower local communities, this bill brings in fixed term council house tenancies for a minimum of two years, and a 'new homes bonus' to encourage house building. It also allows communities to grant planning permission where a majority of local people are in favour of a scheme and to prevent the closure of amenities such as libraries or post offices for six months while a local group raises money to take them over. Community groups will also be able to bid to run existing services such as buses.
