A sexually developing person with learning disabilities needs to be supported to socialise in order to establish friendships and form relationships. In Malta, people with learning disabilities remain at home with their families without opportunities for independent living. Relationships with people outside of the family are uncommon. Maltese society generally looks on people with learning difficulties as unable to understand the responsibilities that come with relationships and intimate sexual expression.
