The creation of the Council of Regulators proposed in the NHS plan has the potential to help produce a modern framework of regulation for health professionals. There is a need for a complete rethink of both the rationale of regulation and its reach. The Council will need to focus particularly on establishing disciplinary procedures that will provide clear and simple channels of redress for the public.
General Medical Council

Proposes that the General Medical Council (GMC) be reformed to consist of a Board of 15-25 members with a medical majority and a Conference of 120-200 members split evenly between lay and medical members. Also recommends separating the investigation of complaints against doctors from the function of hearing and determining cases.
