Argues that fears that an ageing population will impose serious burdens on the public finances in Western countries due to rising costs of health care and pension provision are exaggerated. The costs could be managed by raising the retirement age, raising labour force participation rates, raising productivity growth rates, encouraging immigration and encouraging people to have larger families.
