From 1994 to 1999 a new form of redistributive policy has emerged in cities across the US. Following the passage of the first "living wage ordinance" by Baltimore in 1994, 21 other cities have passed similar laws that mandate a minimum wage above the poverty line for certain workers in the private sector.
