Article looks at the state of institutional care of elderly and disabled people in two Chinese cities as demand has risen and policies have moved towards mobilising resources from the newly developing market economy. New policies have led to state homes trying creative and entrepreneurial ways of overcoming past problems, changing their financial base from, 'total reliance on state resources to having more diversified resources'.
