Proposes the creation of a new Council for the Regulation of Healthcare Professionals to work with existing professional regulatory bodies to build a new framework for self-regulation. This would put patients' interests first, allow for robust public scrutiny, provide greater co-ordination between the regulatory bodies, and require regulatory bodies to act in a more consistent manner. Proposals include providing an ombudsman service for complainants alleging maladministration against a regulatory body.
