Article uses the findings of a piece of action research into four local projects in Scotland to show how community development methods can be used to improve community care services. Methods used included:

  • working with people in their communities in empowering ways;
  • positive action towards excluded groups;
  • promotion of organisational capacity;
  • using this to develop participation and influence by excluded groups.
