Governments and NGOs in Sub-Saharan Africa have withdrawn from housing provision to concentrate on upgrading the infrastructure of roads, drains, water supply, etc. Housing provision has been left to the market and the efforts of individuals and families. The rising incidence of AIDS and economic globalisation mean that governments and NGOs will have to provide housing and institutional care for people who can no longer fend for themselves.
