code for social policy. It identifies four general principles:
- universal and equitable access to basic social services, including
education, health care, sanitation and safe drinking water;

enabling all men and women to attain secure and sustainable livelihoods
and decent working conditions;
- promotion of systems of social
protection to safeguard people from adverse economic shocks;
- fostering social inclusion.
