In the Netherlands, available social housing is advertised and interested parties are invited to apply. Successful applicants are then chosen on the basis of clear eligibility criteria. The system has proved popular with consumers generally, but the complexity of the application process has disadvantaged minority ethnic and other marginalised groups.
