Data from Milwaukee County are used to model child transition from out-of-home care to a permanent setting as a function of child, parent and placement factors. Placement factors emerged as robust predictors of transitions to permanency. The rate of transition to permanency is lower for children in private care, particularly if they are in homes managed by large, older non-profit agencies. Smaller, community based agencies were associated with a permanent placement rate that was comparable to public care.
