Existing policy measures have had limited success in reducing numbers of inactive and unemployed young people in the UK. To achieve this goal, government should consider introducing a Learning Allowance of £40.00 per week to support young people who do not enter paid employment at 16. The Connexions Service should be funded to run an expanded learning gateway capable of attracting larger numbers of young people currently outside of learning and work.
