Homeless people are often 'socially isolated' due to a transient life style and family conflict. They need more help and support in building friendships and family relationships. Calls for the creation of a network of family mediation, befriending and counselling services.

The Homelessness Act 2002 was intended to promote joint working between Social Services and Housing Departments of local authorities. A survey of 30 English councils has shown that implementation is being made difficult by Social Services reluctance to share information on clients relating to mental health problems, drug abuse or a history of violent behaviour.
