Key changes introduced by the Act are:

• phasing out of the distinctions between priority and non-priority applications for local authority assistance;
• providing probationary tenancies for people who have made themselves homeless intentionally;
• enabling the suspension of the test of local connection;
• making modest changes in the repossession process to help prevent homelessness.
