They also require grants not loans from government to cover building and maintenance costs as the low rents paid by tenants are insufficient.

In rural Sweden there is a tradition of village clubs or residents associations which have been active in service provision. Article discusses the feasibility of transplanting this movement to urban areas to facilitate tenant participation in social housing management.
