The London Borough of Tower Hamlets uses 16 accredited independent sector providers to supply 60% of its home care services. Staff employed by private contractors are paid considerably less than council staff. Only two if the seven contractors surveyed provide sick pay and pension provision is patchy. Most employers offer zero hour contracts and do not pay staff for travelling time between clinics.
