There are signs that South Africa is beginning to make some progress in removing some of the worst elements of housing inequality. A new administrative and legislative framework is now in place and the pace of housing delivery is quickening. However there are still stark contrasts between the opulent housing conditions of many whites and the overcrowded and primitive conditions of many blacks. Intensive education and training are required if the new local authorities are to deliver good services and avoid inefficiency and corruption.
