More than 3 million people struggle to pay electricity bills, whilst 4.7 million are in debt to water companies according to the National Consumer Council. It calls for higher benefit payments to pay for vital services and recommends the government introduce price controls for some electricity and gas sales.

The new child tax credit system is benefiting 5.8 million families, reaching 95% of its first year's target in just four months. Dawn Primarolo, the Paymaster General, said yesterday that despite initial teething problems, families had stuck with the scheme and that its success had exceeded everyone's greatest expectations.
