The housing corporation published its new "Charter for Housing Association Applicants" in August 2003. This charter outlines the minimum legal rights of housing association residents across all tenures and spells out what an association must do to comply with the corporation's regulatory code.

Government has ordered a review of Supporting People, the new funding regime for housing with support, as its costs are spiralling out of control. This appears to be due to:

• people with learning difficulties taking advantage of the scheme to move out of residential homes into supported housing;
• social services using Supporting People to fund services formerly paid for out of the community care budget.
