  • population ageing;
  • a realisation that people do not save enough for their retirement;
  • the growing power of the grey vote.

Argues in favour of reducing older people's dependence on means-tested benefits by increasing the value of the basic state pensions. This could by dome by increasing the state pension in line with rises in earnings instead of prices, as now.
