Labour's New Deal and tax credit programme have trapped thousands of workers in low-paid jobs with little hope of progress, according to former minister and leading Blairite John Denham. He said the "tax credit economy" had successfully moved plenty of people off the dole, but had failed to transform their lives in the way that New Labour had hoped.
