Area-based initiatives in the UK aim to bring about improvements in service development and delivery in some of the most deprived areas. They target resources into specific programmes of action aimed at specific social problems, and seek, through partnership and community participation, to develop new bottom-up approaches to combat these. However, these programmes are generally operating within fixed timescales and tight budgets, with heavy pressure on managers to produce evidence of activities and achievements. The impact of these contradictory pressures is explored in the context of Health Action Zones.
