Arms length management organisations (Almos) are popular with councils which aim to raise cash to improve their housing stock and offer an alternative to transferring it to housing associations. Almos can bid for social housing grant funds to build new homes, and their authorities can now borrow prudentially. However, they would benefit from the greater financial freedom enjoyed by housing associations.
