IMPLICATIONS OF AN AGEING POPULATION ON THE DELIVERY OF PUBLIC SECTOR SOCIAL SERVICES

Ageing populations have impacts not only on the aging services themselves but on all areas of social services. Using the case of New York State, paper utilizes literature, demographics and interviews with key informants to focus on two trends associated with these demographic shifts:

• increased family care giving;
• and grandparents raising grandchildren.

These trends are examined for their impact on the design and delivery of services such as child welfare, adult protection and social assistance.
