English councils are targeting social services to achieve the first chunk of the yearly 2.5% efficiency savings required by the Gershon review. These might be realised by encouraging more providers to enter the social care market, thus stimulating competition and driving down prices, and more use of block contracts (buying in bulk). However, bulk buying runs counter to the government's recent green paper on adult services, which advocates personalisation and choice.
