This paper examines qualitative data from PROCARE, a recently completed European project on integrated care for older people, to put forward an interpretation of what integrated care means to staff. There appears to be a common understanding across the nations of what integrated care means, and a belief in the rightness of the approach. However, there is a mismatch between how staff think that the service should work and what happens on the ground.
