The Support Plan features increasingly prominently in the Supporting People programme, where a service user without one is not eligible for funding. However, in practice, many support plans are not in place and others that exist are implemented poorly. This represents a missed opportunity in view of the potential of the Support Plan to be an effective working tool for delivering a service which is accountable to users and in addressing some of the factors known to make for a successful outcome.
