This study conducted in 2001 in six European countries aims to compare the rights of individuals within the different care systems. It uses a case study approach and analyses the public authorities’ response in the six countries to a set of 12 real situations, in which frail elderly people need assistance. The research particularly explored differences in the care packages on offer which determine the type of assistance provided and the relative financial contributions of the user and the state.
