This report is the first comprehensive review of the mental health services in the Republic of Ireland since 1984. It proposes a framework for mental health service delivery that is user centred. The emphasis is firmly on recovery and on facilitating active partnerships between service users, carers and mental health professionals. It presents a vision of services that are person-centred and adapted to individual needs; that are delivered by skilled-professionals working in community-based multi-disciplinary teams; and that offer a comprehensive menu of interventions
