This study provides a thorough understanding of the experiences, characteristics and attitudes of young people aged 16-17 in jobs without training and explores employers’ attitudes to their recruitment and training. The research aims to inform the development and implementation of the national Learning Agreement pilot launched in April 2006. This initiative aims to encourage the take up by 16- and 17-year-olds in jobs without training of their existing entitlement to paid time off work to study for a first NVQ level 2 qualification.
