This article provides a comparison of residential care for older people in Finland and the UK, based on a visit to the Espoo region. Residential care in Finland is lightly regulated and users are genuinely empowered. This is contrasted with the limitations imposed by the risk averse culture prevalent in the UK and its consequent tight inspection and regulatory regime.
