The US Quality Housing and Work Responsibility Act of 1998 partially devolves the authority for operating and managing federally assisted housing, although it does not devolve funding authority. The Act lessens the federal role and expands the role of Public Housing Authorities to make decisions and, thereby, to determine the housing circumstances of low-income families.
